Three Authentication Routes and Mandatory Documents for e-KYC

To eliminate compliance hurdles for consumers, OMCs have operationalized three authentication channels across the country:

  • Doorstep Biometric Delivery Scans: Delivery personnel across Indane, Bharatgas, and HP Gas networks carry certified Point-of-Sale (PoS) biometric terminals to execute immediate fingerprint or iris authentication when delivering refills.
  • Digital Face-Authentication from Home: Consumers can self-authenticate by downloading their distributor's proprietary smartphone app—IndianOil ONE, HelloBPCL, or HP PAY—alongside the official UIDAI AadhaarFaceRD app from certified app stores.
  • Distributor Showroom Walk-Ins: Consumers facing device or biometric scan mismatches can visit their registered local gas distributorship to execute physical verification.

When completing the process in person at distribution centers, consumers must present their LPG Consumer Gas Passbook (containing the 17-digit LPG ID), their physical or digital Aadhaar card, and an active registered mobile number to receive validation one-time passwords (OTPs).


Fiscal Objectives: Curbing Black Marketing and Under-Recoveries

The primary regulatory goal behind the October 1 mandate is terminating the illegal diversion of heavily subsidized domestic cylinders into commercial eateries, unorganized industrial hubs, and private vehicle transport networks. By binding every active consumer connection to a biometrically authenticated profile, fuel retailers intend to eliminate ghost connections, inactive legacy accounts, and multiple unauthorized subscriptions within single household units.

Government financial accounts confirm that domestic LPG continues to be retailed below landed import parity prices. In September 2026, the implicit under-recovery stood at approximately ₹210 per 14.2 kg cylinder, having peaked at ₹721 per unit in June 2026 during global crude benchmarks volatility. To buffer OMC balance sheets, the Union government committed ₹30,000 crore across FY2025–26 and FY2026–27. However, cumulative OMC under-recoveries on domestic LPG reached ₹62,000 crore as of August 31, 2026, making targeted distribution essential for fiscal discipline.

Citizen Guidelines, Ujjwala Protections, and Grievance Portals

Households that choose not to participate in biometric authentication will retain access to cooking fuel via an explicit opt-out framework. Unverified consumers can continue to purchase unregulated 5 kg or 10 kg cylinders at open-market rates via OMC web portals, dealer networks, or Interactive Voice Response Systems (IVRS), subject to local depot availability.

To protect vulnerable rural beneficiaries enrolled under the Pradhan Mantri Ujjwala Yojana (PMUY), specialized mobile camps and local Common Service Centres (CSC) are facilitating doorstep biometric validation to prevent any disruption in targeted fuel subsidies.
